The camera needs a 120v outlet for it's power so probably not without being noticed. But yes, it will perform it's duties without being connected to the internet. You can sign into the wifi signal of the camera itself to change settings and the areas of view you want to detect motion within. So as to say you can monitor for movement in certain zones of the cameras view area.
