I too wanted to configure this camera via a web interface. I have not been successful. I am not a computer expert but have installed security cameras with web interfaces in the past. This camera appears to lack that ability. I could only install and use it via the smartphone app.

Sorry, there was a problem. Please try again later.I'm the one who originally asked this question. It turns out that there is a link on the download-app page to a windows setup. So I was able to successfully create a user and link my phone to the Dlink website. Unfortunately, this is undocumented. I found out this information on the DLink forum. If you don't need to access the camera from outside of your network, you can just setup the camera by opening the admin page of the camera in Internet Exporer. For some reason, Chrome doesn't work for this.
