“I lower the temperatures to the recommended settings but they won't stay there, they go back up to the highest. How do I get them to stay?”

Hello, Thank you for your question. There is always a small change in temperature before the unit goes back into the cooling cycle however this amount of a temperature swing does need to be looked at.
