This means that, if an application is not available on the Microsoft Store, you cannot use it. You can disable this feature for free, and convert your Windows 10 Home S license to a Windows 10 Home license (free for now). Then you will be able to download and install software, but they are clear that you accept the security risk of such. If you are not tech savvy to do this, you can have Best Buy do it for a fee.
