“Let's assume the screen/panel should be replaced after a warranty period because of a defect. Is this model support for a replacement of panel with a non-touch screen/panel if it is happened in future? Is it mandatory to replace the same touch type panel?”

According to Dell warranty guidelines a replacement will be only for like to like specification. Thus, a touch type panel will be replaced with an exactly identical panel.
