Does this charge to a full 100%? Mine gets stuck at 99% null

the laptop does but you don't want to charge your laptop a lot or to full/over full battery because that might actually break your battery but 99% is literally 1% away from 99% which is okay but this laptop does show how much time to charge till full battery

Yes it does charge to 100%. If it's not fully charge, it's a sign of some defect on battery, I would call dell to get replacement
