• I am 99% certain that the answer is "Yes", and I bought the computer with this in mind. The Dell Inspiron 3583 Service Manual has instructions for adding an SSD (see motherboard photo from the manual), so I'm confident that it can be done. I haven't yet done it, though, so I am not 100% certain.

• Look at the other similar questions. There is an installed M.2 SSD and an open empty 2.5" sata bay where you can install an HDD or SSD. See laptop pic with M.2 ssd removed.
