“I have 2 speaker cabinets rated for 125 watts at 4 ohms. The speakers only have quarter inch jack plug inputs. There are subwoofer pre outs with quarter inch jack plug outputs on this amp. Can those outputs power my speakers”

No the sub woofer pre outs do not produce power to power speakers.
