Yes, and no.. You do need a connection to the internet for updates to the DJI Go app on tablet, as well as the drone itself. You do not need a connection to fly.

If you can tether your device to one with a data plan you're good to go. For instance using a tablet that is connecting to a wufi hotspot created by your phone. If you load (cache) your maps using your home internet before heading out you dont need a data plan on the device you're flying with. You can fly without an internet connection but some features may not function properly depending on circumstances. Apple in their infinite wisdom does not put GPS in their tablets without a data plan version.
