• I wouldn't think so. It's like a hose turned on at the spigot, but having a nozzle on the end that's closed. The power has nowhere to go until it's in use.

• No, the outlet and USB port work alike. When a devise is plugged in and charging it draws power, otherwise it is dormant.

• Yes I changed over two outlets but just discovered they do no work on all cables.i bought a 6ft cablefrom apple and it does not support the cable in charging my iPad. It will support the small cable that comes with the iPhones and ipads
