Each USB 3.0 port provides 0.9 amps of power. 4 ports on the hub x 0.9amps each = 3.6amps. The one USB port you plug unto your computer with can't provide that much power- so you must supplement the power with a wall adapter.

Powered hubs mean it can use laptop external hardware that needs power to run. It also can charge stuff like cell phones if plugged in.

To provide more power for power hungry devices such as external hard drives with 2 usb cords or to charge wireless mice while the pc/laptop is off.
