It worked well in Italy!! I charged my camera and cell phone very quickly! I dont see any reason why it would not work in France. It was also good for those unexpected power surchages that are frequent in older buildings.

If they are single, then you will need the convertor. I will say that most cell phones are dual voltage so they would only need the adapter. The other device you mentioned are also likely dual voltage, but you will want to verify whether they are or not before plugging it in.
