“Can I use this to transfer pics from my iPhone to my dell computer, or does the computer have to be an apple?”

It will work from IPhone to any computer that has a USB port.

Yes but you will need to install iTunes on your Dell computer. https://www.apple.com/itunes/

You can use this! The thicker end will go into your computer and then the smaller end into your phone! Should be on the side of your computer.

If your iphone is new enough to have the lightning connector then yes. Depending on the model of iphone the photos on the phone may show up just like you plugged in a camera/memory card, or, if not you may have to install iTunes in order to get at the photos.
