There's a lot that goes into what refresh rates can be available - the display technology being used (on both ends) and, yes, the cable. A standard speed HDMI cable (older) can do 720p at 60 hz max, for instance, while high speed (admittedly, most HDMI cables now) are going to handle *up to* 144 hz... *depending on other factors,* such as resolution (if it's trying to push 4k, it's going to be slower, for instance.) Cable length *can* come into play here, as well - there are higher rated cables, but they're generally shorter. Of course, cable aside, if you use this, you're also adding an adapter into the mix, which can affect the signal and speed as well. Now, if you're using "a monitor," versus a TV, I'm assuming it's a shorter cable - so the questions after that are "what resolution" and "is it a good cable?" You don't have to get gold plated Monster-tax cables, but the dinky ones that come with a lot of displays just... aren't spectacular.
