• Yes it can. It depends on if your wall adapter fits overseas. This is just a basic USB plug

• Yes - as long as it is plugged into a properly-powered block or computer with USB port.

• You'll need an adapter for this to work outside the US (like all other cords). New travel adapters have a USB port also.
