• Yes, this will charge a IPhone, provided you use the IPhone compatible USB cord.

• I am using them to charge iPhone 5s, and I don't suppose the 3 series uses any more power so it should do it with no problem.

• Yes it will. You will have to provide your own iPhone charging cable. It can charge all iPhones (6 and 6 Plus slower due to larger battery). It also charges the iPad Mini but slower as well.

• As long as you have the right cable to connect it, yes. It does not provide a complete charge but is helpful when your phone is completely dead and you need to make an emergency call. The stick will need to be recharged regularly.
