• Yes there is an official app you can download which lets you view and change the temperature. Its reliable and quick, it turns on the hvac system instantly and seems to run the furnace more efficiently than the other thermostats I've researched before getting the EcoBee

• Yes. There is an app for iPhones and for Android phones. I am not sure about Windows phones. I have both an Ecobee 3 and a Ecobee 3 Lite and the app on my Android phone sees them both.
