It should be guaranteed to come with it, but if you preordered last minute, while you may get the game launch day, the steelbook may arrive late. At least from personal experience, that's what happened to me with a different game from BestBuy

It’s weird cause when I got my game, I when to pick it up and they game me just the game with the blue box and then they send me the steelbox on the mail. But I thought that it was weird cause that same day I when to where they keep the movies and they had a bunch of them for sale. I tried to talk with support over the chat and they told me that they were going to mail it to me cause they didn’t have them in stock. But I saw them for sale in that same store.
