It works as a control surface through USB, so think of it like a customizable keyboard, not a controller per se. The Elgato lights need to be on a WiFi network, and are controlled through your computer (on the same network); the Stream Deck just gives you dedicated, customized keys like shortcuts. While it's entirely possible to use the Elgato lights for ambiance, I don't know that it is an effective solution unless you plan to carry around a full kit including a WiFi router, laptop, and other goods (even for living room shoots). There are better options for photography. The Elgato setup would be great for a video studio where nothing moves around much.
