Can this hook up to a PS4 live stream null

I’m not sure I understand your question but I’ll give it a whirl. This device is not meant to be used directly with a console (XBOX, PS, etc.) this is meant to be used for pc when running a console through it or a PC game via some sort of video capturing software like OBS.

Not directly to a PS4. If you had a capture card, then you could do it

You'll need a capture card. Not a GPU to stream.

It doesn't work with a PS4 directly, it works with a PC. The PC needs a dedicated HDMI capture card to stream console games. See Elgato HD60 or 4k Pro capture solutions.

If you are using a capture card connected to a computer to record, you can use it with certain apps on the computer.
