The answer is both "yes" and "no" here. The Elgato Cam Link 4K will work with any unencrypted HDMI signal, according to their website. This means as long as the signal isn't encrypted with HDCP, it should be able to capture it as a source. If it is, then you're not going to be able to use this. Good luck! https://help.elgato.com/hc/en-us/articles/360027959052-Cam-Link-4K-works-with-unencrypted-HDMI-sources
Sorry, there was a problem. Please try again later. The elgato HD60 S can do that and I believe it's on sale for $114.99 right now. I run the HDMI from my desktop to the hd60s to the monitor, and on the laptop open OBS and select the elgato HD60 as my display choice and capture that way. Save a few dollars and at least you know it'll work. Also if you use a webcam it's better to use obs since elgato's capture software takes forever to render with multiple inputs. Also for audio capture, install the elgato sound capture software on not computers and make sure the one you capture has audio out set to the elgato HD60 S.

It is a one directional signal path, HDMI to computer USB. (any HDMI signal) My experience has been It is compatible with some capture software and not others.
