“When you're not using the capture card does your PC have to be on for video signal to pass thru to a tv?”

• Yes it does as it's powered by a PCIE lane, without the power you don't get any signal.

• If your trying to just watch tv through your computer but noit trying to capture anything yes your pc needs to be oin. The capture card will not capture anything until you go to the software and start the capture.
