• As long as the physical ports are available, Windows 10 should be able to handle it. Windows 10 definitely has the internals to run multi-monitors.

• While it will support dual monitors, it doesn't have a graphics card, so unless you add a card which will support 4k, you will only see what the current resolution allows.
