“Does the printer have to be Powered on 24/7 or can I turn on only when I need to use?”

I can't imagine why you couldn't power it off and on as needed. Left on 24/7 it will go into a sleep/low power mode after a few minutes of idle and when it is called upon to print, will sometimes prime itself (using a little ink in the process) before printing. Turning it off and on again will guarantee that it needs to prime itself before printing so, I suppose, it may use a little more ink if turned on and off as opposed to leaving it on in sleep mode...probably not enough difference to worry about.

This printer can be powered down but does have an automatic power saver mode
