“Does it scan even if one or more printer cartridges is empty? I have an older Canon Pixma all-in-one that I bought to use mostly for scanning. I don't want to have to buy expensive cartridges that I don't need just to be able to scan to my computer.”

No it will not print if one cartridge is empty. I might add that when you put new ones in - it does some sort of cycling and sucks out some of the ink so you are not getting to use all the ink you paid for.
