“I have the 1040 coffee/ espresso model.. when switching over to make froth is the pump supposed to be loud like a generator sound? It doesn’t seem right that it should be loud..”

No. It is possible that there is no water in the circuit I suggest you follow the Priming the Circuit instructions in the booklet Let some water flow out the frothing nozzle and then you should not have that issue when making steam
