Will a WIFI Booster like Netgear plugged into my WIFI router and then the Eufy Home Base plugged into that with ethernet cable boost signal to reach all cameras. And does the Eufy Home Base need to be plugged into a power outlet also? null

Per Mfg: "If your camera can't reach your Wi-Fi network, you can expand the reach of your Wi-Fi network by setting HomeBase S380 to act as a Wi-Fi repeater. By placing it within range of your camera, it relays the wireless signal and eliminates the problem.
Note: When HomeBase S380 is switched to Wi-Fi Repeater Mode, the number of devices that can be connected will be halved due to a reduced total bandwidth."  
The base has no battery, and requires continuous power.
