“I understand the video is stored on the device but my question is can you download the video (after its recorded/stored on the device) to a PC/Tablet/Phone? Also is the video on the SD card just overwritten when new video space is required?”

It is recorded on an app on your phone. You can download, save the file and do whatever you wish with the video.
