• yes it does, I have it in my HP prodesk 400 which is a small tower with 400 watt PS, its both PCI -E 2.0 and 3.0 compatible.

• Yes. It'll work in any PCI-E slot. It will only run up to 4x though. (which is plenty. this card is slow)
