The comparability is more geared towards your mother board than your processor. While the processor does need power, GPU and CPUs run independently. I personally would run a CPU with more bite to it like an 8600 or 8700. Otherwise, you will bottle neck your set up. You need to match the power of an 2080ti with a good chipset and a good processor. To answer your question, you should be ok with a 4790k but I do not think you will get the performance you are looking for with such a powerful card.
