That power supply is nowhere near enough for the system and this card. Upgrade to at least a 750W name-brand (i.e. Corsair) power supply. Do NOT use a cheap high-powered one like the other guy suggests because those are far more dangerous. Besides a lack of extra shielding and insulation, they are far more likely to fail AND if they fail, they will probably take other parts of your computer with them. I only use Corsair in mine. I've got the AX1500i one, Titanium 80 rated 1500W with up to 94% efficiency.

If it doesn't seem to work the only possibility would be the power supply and having to up the wattage amount by buying a higher leveled power supply. Which they've really gone down in price for them. Heck i've seen 1600 watt power supply for $89 so lol if your looking for something with more oomph for power supply so it will last a long while. Their is that option. But that should be able to be used though.
