“Are the Charge 2 and Charge 3 bands interchangeable?”

No they are not. The charger 3 is designed a little bit different but looks like the Charger 2. The Charger 3S charger is different than the Charger 2. The charger comes with the watch as it did with the Charger 2. The Charger 3S charger is designed different than the Charger 2. You can see the difference.
