If you are a current or returning subscriber, Apple can sometimes only honor less than 4 months or none at all, This has happened to me before. You can always try again in a month or 2.

My best guess, based off of the verbiage, is that it doesn't include current subscribers. New customers is obvious. I think they chose the word "returning" to confuse people. I take that mean that one was a previous customer, but is not currently subscribing. They RETURN to the service, and Apple hopes that the 4 months will get someone hooked again.
