Can you use this plan on a t-moible plan null

this SIM from Freedompop runs on AT&T network. It has its own 1 year plan and cannot be used on any other *plan*. If you meant TMO phone, you need the phone to be unlocked to this SIM.

The phone should be unlocked to use the freedompop SIM to ensure it will work with your phone. Freedompop uses its own app downloaded to the phone which one opens to place calls and text.
