“Of the 21.5" depth of this AC, how much of that sits outside the window frame? The security bars on my window only allow for 17" from the window to the bars. Will this AC fit? See photo for idea...”

That is plenty long. The unit actually doesn't need any extra support. It is made to balance on the windowsill. And the unit needs to lean back a little in case if moisture.
