“I am waiting for a building permit to remodel my kitchen. Can the freezer be plugged in a regular outlet and be functional? Also do the units need to be mounted or are they safe to be freestanding until I get the permit? Thank you in advance.”

Good day! Appliances must be plugged into a dedicated circuit with a standard outlet. Plug the appliance into its own dedicated 115-volt, 60-Hz,, 15-amp, AC-only duplex electrical outlet. For more information, you may check your answer's guide, page 5.~Lauren
