The Dash Cam automatically starts recording after the device has been powered on and will continue to record while being powered, even if the vehicle is not moving.

The camera will keep recording as long as it is plugged in and has power. Motion has nothing to do with when it records

Some cameras have a motion detection setting, I don't think the Garmin does. Either way, you should be able to do this no problem. I added a dashboard switch to my vehicle so I can record when It's parked and I've taken the key. Get a 32 gig memory card and you can record for hours.
