“I want a dash cam that does need to be plugged into my car 12 volt system. One that either has a rechargable battery or one that I can replace the battery. I do not want a camera that has a cord running from the camera to a 12 volt outlet.”

Because of the size of most dash cameras made today it is almost impossible to find one that will last long enough to record a travel of some distance without having to be plugged in. If you are really not wanting a cord, gopro cameras have interchangeable batteries and you can get a suction cup adapter for the windshield. But gopros are more expensive than dashcams and dont do well in extreme heat like in a windshield during the summer months. Dashcameras are designed with that in mind, and there are many ways to "hide" power cords.
