The vivoactive HR has a water resistance rating that would allow you take it in the water. The device is designed to provide pool swim activity data, but is not designed to track open water swim activities. But you would be able to safely take the device in the ocean while swimming.

I haven't tested it, but I previously owned one of the other brands, which was splashproof, not waterproof. The other brand eventually fritzzed out, starting after a long hike that rained part of the way. Also, the Garmin has several activity tracking options, including biking, paddling/canoeing, and swimming.
