“How does the dryer stack on top of the washer and still let it be a top loading washer”

It's permanently attached. & indeed the washer. Is top loading. We had this for 9 years & the washer broke so we just replaced it with the same one (that has s been a little updated a bit, thru the years.) It is a great washer dryer.
