Hi - Thanks for reaching out to us regarding your GE Laundry Center. We are happy to provide assistance. The Department of Energy (DOE) sets standards for washer water usage. Over the years, the amount of allowable water usage has been reduced. With washers using less water and energy, you will no longer see a wash basket full of water. Most washers are now programmed with load sensing to adjust water levels based on the cycle and load size, so the amount of water used will vary. This model has auto-load sensing so the washer will automatically measure the load size and add just the right amount of water. The water level cannot be selected manually. The agitator is designed to drive the clothes down into the water for thorough cleaning. You can also choose Deep Rinse option even if you are not using a fabric softener. Overloading may negatively impact wash performance. Load dry items loosely, no higher than the top row of holes in the washer basket. We suggest viewing the illustrations of water levels on page 11 of the Use and Care Manual at the following link: https://products.geappliances.com/MarketingObjectRetrieval/Dispatcher?RequestType=PDF&Name=49-90581-5.PDF - Choosing Bulky Items cycle provides a max fill water level to match bulky items and incorporates a deep fill rinse to effectively rinse bulky items. We hope this is helpful. Keep in touch at GEAppliances.com. Sue
