My GE does the same thing too. I am not sure if it is normal or not but I can't seem to find a way to change it. I really don't like that it does that...another thing I dislike about this fridge.

This is actually a normal part of the unit's functioning; the cascading drawer feature allows you to see what is in each drawer when you open the freezer drawer and provides easy reach to any drawer you want to access.
