According to the technician that serviced mine, yes. Even High Dry Boost does that. I never heard of such BS in my life

No.  How much water is in there? Check and make sure its level.

So sorry that you're seeing water inside your dishwasher after the dry cycle. This would be discouraging, we can certainly understand that. The use of rinse agent can really improve drying - check the rinse agent dispenser and fill as required. If you're seeing water at the bottom of the tub or if it won't drain, then clean the air gap. If the dishwasher drains into a disposer, run disposer clear.
