They can both operate at the same time. It doesn't work like the old models and makes a back and forth swishing and creaking sound. Drives my kid crazy but it doesn't bother me. Cleans great.

Hi Jenny! Thanks for your question. Yes, you would be able to use the washer and dryer at the same time. We'd recommend taking a look at the GETTING STARTED section in your Use and Care manual to see if this helps. - As for the long start up time, we'd recommend that your hot and cold water inlet hoses are connected properly and turned on.
