ECO doesn't shut the unit completely off, when the set temp is reached it cycles to a lower setting and maintains set temp. It cycles on and off to save power and/or to stay at set temp

The fan runs when the compressor runs, and you choose the fan speed that you want: Low, Medium, and High. The fan speed does not change unless you change the fan speed setting. You may notice more difference between the set temperature and the room temperature before the air conditioner turns on again. Basically the ECO Mode controls the fan. ~ON- The fan will cycle on and off with the compressor. This may result in wider variations of room temperature and humidity. NOTE: the fan may continue to run for a short time or may pulse intermittently after the compressor cycles off to sample the room air. ~OFF-The fan runs all the time, while the compressor cycles on and off.
