Will the smart plug work with a old iPhone 4? null

It'll work with any device which can download the C by GE app. You can also control it via Alexa or Google assistant regardless of what type of smartphone you have.

Not sure, but you should first see if you can even get the C by GE app on it. If you can, I would think it would prob work, but that's a guess given you want to use a 10yo device to set it up.
