“just got this installed and for some reason, the top, 3rd rack (for large utensils) only pulls out halfway. Is that by design? I can put my items in it but pulling them back out is difficult.”

Mine pulls all the way out. The dishwasher doesn’t dry any of my dishes. Sounds like quality is the issue.
