“Bought a top loader GE washer and dryer. Cannot get the temp to change form hot to cool and neither the rinse to the Deep “Rinse. What is the problem? The dial also will not change form quick wash to delicate wash. Is is locked or what is wrong???”

so gar what I have learned is that you need to press MyCycle. Plus if you press the little triangular shape at the bottom of the temperate column, you can change the water temp. I haven't tried to cange to the Deep Rinse yet.
