No.  Both or either oven will work at the same time that you are using the top burners of the stove.

Hi - We are sorry to hear about the difficulty you're having. The cooktop burners should be operational even if you're using both ovens. We recommend turning off the breaker to your range for 2-3 minutes to reset the electronics. If the issue persists, you will need service.
