“Is the grounded light supposed to be on or off? Only the protected light is on. I couldn't find this information anywhere in the included booklet.”

Hello Valued Customer, thank you for your question. As long as the surge protector is plugged into a properly grounded outlet, then the indicator light should come on to show that it is grounded. You might use a receptacle tester to see whether or not your outlet is properly grounded.
